Google Search Console provides the tools to tell Google which country each section of your site targets. Correct geo-targeting configuration prevents cross-market ranking conflicts. Incorrect configuration sends French traffic to your English pages and vice versa.
The International Targeting report
Search Console's International Targeting report is the central hub for geo-targeting configuration. Access it under Legacy Tools and Reports in the left navigation [1]. The report has two tabs: Language and Country.
The Language tab. This tab shows hreflang implementation status. It lists detected language variants and flags any hreflang errors. Google populates this tab automatically when it finds hreflang annotations on your pages.
The Country tab. This tab shows manual geo-targeting settings. It applies only to sites using a generic top-level domain (gTLD). ccTLDs do not need manual country targeting. Google infers the country from the TLD itself.
Configuring country targeting
For gTLD subdirectories or subdomains, you must tell Google which country each section targets.
Navigate to the Country tab in the International Targeting report. Select the target country from the dropdown. This setting tells Google to associate that URL pattern with a specific geographic market.
Google's 2025 documentation clarifies that this setting is a signal, not a directive [2]. Google may still show your content to users outside the target country if the content is relevant. The setting improves but does not guarantee ranking in the selected country.
Important restriction. Country targeting applies at the subdomain, subdirectory, or domain level. You cannot target individual pages. All pages under a configured path share the same country signal.
Verification steps
After configuring country targeting, verify Google acknowledges the setting.
Check the International Targeting report one week after configuration. The Country tab should display your selected target. If the selection reverts to "Unlisted," Google could not confirm your targeting intent.
Submit a small batch of pages from the targeted section for indexing. Search for "site:example.com/fr/ inurl:test" from a proxy in the target country. If your pages appear in country-specific search results, geo-targeting is working.
Google's Search Console Help documentation recommends testing with a private browsing session using a VPN located in the target country. This confirms Google serves the correct version to that location.
ccTLD vs gTLD targeting behavior
ccTLDs automatically map to their respective countries. Example: example.de targets Germany. No Search Console configuration is needed. Google treats the TLD as the strongest available geo-targeting signal.
gTLDs require manual country targeting in Search Console. Example: example.com/fr/ targets France only after configuration. Without this setting, Google treats the content as globally targeted.
Some gTLDs now include geographic meaning. Google's 2025 algorithm updates recognized .nyc, .london, and .berlin as geographically relevant TLDs [3]. These city TLDs may not need manual country targeting, but Search Console configuration still provides the clearest signal.
Data interpretation
The International Targeting report also shows performance data by country. Use this data to verify your targeting is working.
Compare click-through rates across targeted countries. A French-targeted section showing high clicks from Canada may indicate incomplete hreflang coverage for Canadian French (fr-CA). Add fr-CA annotations if Canadian French traffic is a priority.
Impressions from non-targeted countries on your country-specific pages suggest hreflang or canonical issues. Investigate pages with high non-targeted impressions first.
Common configuration mistakes
Subdomain-level targeting applied incorrectly. Country targeting set at the root domain affects all subdomains. Set targeting at the subdomain level instead. Example: set de.example.com to Germany separately from example.com.
Missing Search Console property verification. Each gTLD subdirectory or subdomain targeting a different country must be verified as a separate property in Search Console. A single property cannot hold different country targeting for different paths.
Country targeting without hreflang. Country targeting tells Google where to rank pages. hreflang tells Google which language version to show. Both are required for correct international SEO. One without the other produces incomplete results.
Performance correlation
