Local ranking factors cluster around GBP data. Whitespark's 2026 survey ranks Primary GBP Category first (score 227), Proximity second (225), and Keywords in GBP Business Title third (223) (https://whitespark.ca/local-search-ranking-factors/). The GBP layer dominates.
Country and language indexing run as parallel systems. A page can rank position 1 for "plumber london" in the UK index and position 12 for the same query in the US index. Each index reads its own signal set.
